The Funds and Programmes Division (FPD), in its remit as Managing Authority of the European Maritime and Fisheries Fund Operational Programme for Malta 2014-2020, is hereby announcing the launch of an open call for project proposals aimed at fishing vessel owners for the replacement or modernisation of propulsion engines.

The Funds & Programmes Division within the Ministry of European Affairs and Implementation of the Electoral Manifesto (MEAIM) as the Managing Authority for the European Maritime and Fisheries Fund and the European Agricultural Fund for Rural Development is requesting quotations for the hiring of a seminar room, an additional room for a workshop and the provision of catering services for a Staff Seminar to be held on 26th and 27th September 2016.
 
The cost of the staff seminar will be financed by the European Union from the Technical Assistance of the European Maritime and Fisheries Fund 2014-2020 and the European Agricultural Fund for Rural Development 2014-2020.
 
The selection of the successful bidder will take place in line with the Public Procurement Regulations (LN 296 of 2010) and the cheapest technically compliant will be awarded the bid.
 
Quotations will only be accepted directly from hotels or conference venues. Quotations received from intermediaries will not be accepted.

EFF (2007-2013) Publicity Event in Festa Hut 2014 at Zurrieq on 01 June 2014

The Funds and Programmes Division, within the Parliamentary Secretariat for the E.U. Presidency 2017 and E.U. Funds, Ministry for European Affairs and Implementation of the Electoral Manifesto [M.E.A.I.M.], is the designated national Managing Authority [M.A.] for the European Fisheries Fund [E.F.F.] 2007-2013.  The Fund supports four [4] Priority Axes and is part-financed [up to 75%] by the European Community.  Allocation for the 2007-2013 budgetary period reaches €11,163,105.00.
 
The M.A. is clearly obliged by Commission Regulation [E.C.] No.498/2007 to endeavour in an annual information activity, promoting the local achievements of the Fund.  On 01 June 2014, the M.A. will be participating in an event titled Festa Ħut 2014 to be held at Żurrieq Square under the patronage of the Żurrieq Local Council.  Presence is mainly aimed at disseminating subject-related knowledge among the general public in a locality with a cultural affinity to the sea and fishing.

Draft Environmental Report for the Strategic Environmental Assessment published for consultation

 
Launch of the Public Consultation Process on the Draft Environmental Report of the Strategic Environmental Assessment (SEA) of the European Maritime and Fisheries Fund Operational Programme for Malta (2014 – 2020).
 
According to Article 2 of the SEA Directive (Directive 2001/42/EC), programmes co-financed by the European Union (in particular those co-funded by the ESI Funds), fall under the scope of the SEA Directive. Paragraph 2 of this same Article 3 further stipulates that an SEA is mandatory for all types of programmes “which are prepared for agriculture, forestry, fisheries, energy, industry, transport, waste management, water management, telecommunications, tourism, town and country planning or land use and which set the framework for future development consent for projects listed in Annexes I and II to Directive 2011/92/EU” (the “Environmental Impact Assessment (EIA) Directive”)”. All European Maritime Fisheries Fund Operational Programmes thus require an SEA.
 
The preparations concerning the European Maritime and Fisheries Fund Operational Programme for Malta (2014 – 2020) have reached an advanced stage. The general public and interested stakeholders are therefore being invited to provide their feedback on the draft Environmental Report in connection with the Strategic Environmental Assessment prepared to evaluate the likely environmental effects of the draft European Maritime and Fisheries Fund Operational Programme for Malta (2014 – 2020).
 
In this regard, all interested parties are encouraged to provide their feedback by submitting their comments on fpd.meaim@gov.mt. The deadline for submitting feedback is 12 June 2014.
 
 
The above documentation shall also be available in published form for viewing, during office hours, at the Funds and Programmes Division, Triq il-Kukkanja, Santa Venera.

Aid Scheme Launched by the Intermediate Body under the European Fisheries Fund 2007-2013
 
The Managing Authority of the European Fisheries Fund (2007 - 2013) would like to notify the general public that the call for project proposals under the European Fisheries Fund (Permanent Cessation 4th call), which was issued on Thursday 14 November 2013, by the Intermediate Body [EUAD, MSDEC], is being withdrawn with immediate effect and at the same time hereby being re-issued.
 
The Intermediate Body noticed that a discrepancy between Chapter 1 Section 1.1.1, Section 1.3.10 and Chapter 2 Section 1 of the Guidelines could have resulted in uncertainty, and consequently some fishermen could have opted not to submit an application. For fairness and transparency's sake the Guidelines are being amended and re-published and interested parties are being given a new opportunity to submit their application.
 
At the same time, however, not to create additional burdens to anyone who has submitted an application under the call published on the 14 November 2013 (and which closed on the 22 November 2013); applications submitted under that call shall, ipso facto, be deemed to have been submitted anew under the present re-issue of the call.
 
It should be noted that with the exception of the aforesaid amendment, all other conditions shall remain the same.
 
This scheme is open to fishing vessels which have a licence for trawlers, lampara and tuna. The closing date for the submission of project proposals is Monday, 2 December 2013 at noon.
 
The call gives three possibilities. These are:

   the decommissioning of a vessel according to Article 4.1 of Commission Regulation 498/2007

   the assignment of the vessel for another maritime activity under a Member State flag, and the registration of the vessel in the Community for activities other than fishing according to article 4.2; or

   the re-assignment of the vessel for the purpose of the creation of artificial reefs.

In view of the fact that a number of vessels may have historical, cultural ethnographic or folkloristic value, those vessels that fall under the scrapping scheme and for which their respective applicants had the intention to scrap them, would be withheld by the Government for further examination to determine whether such historical value exists or not.
 
According to Article 4.1, the decommissioning of the vessel means that "the fishing vessel concerned shall be permanently deleted from the fishing fleet register of the Community and, where appropriate, the fishing licence associated with it shall be permanently cancelled". This is going to take place, ipso facto as soon as the vessel is transferred to the Government for the evaluation process mentioned above. By means of this procedure, the owner of the vessel would be forfeiting any right on that vessel, which right would be transferred to the Government. The Government is going to be committed to verify that all vessels would not be used for maritime activities.

CALL FOR PROJECT PROPOSALS UNDER THE EUROPEAN FISHERIES FUND (EFF)

 
 
The Managing Authority for the European Fisheries Fund 2007 - 2013 in Malta, the Funds and Programmes Division (FPD) within the Office of the Prime Minister, would like to announce that it has launched a call for project proposals to carry out a promotional campaign focusing on the support and promotion of the consumption of fish and fish products.
 
Eligible applicants are invited to submit applications for projects falling under the following Priority Axis of the Fisheries Operational Programme for Malta:
 
Priority Axis 3 - Measures of Common Interest (Measure 3.2 - Development of new markets and promotional campaigns)
 
The total indicative budget of the call is €1 million.
 
This call is open to Public Bodies, Producer Organisations and other recognised organisations concerned with fisheries and aquaculture that are recognised and registered with the relevant authorities in Malta, or any other Local Council or NGO with a demonstrable interest in fisheries.
