 The second call for project proposals under the INTERREG MED PROGRAMME 2014-2020 is open!
 


In view of this, the Funds and Programmes Division shall be holding a half-day information seminar in collaboration with the Programme’s Joint Secretariat on Wednesday, 15th  February 2017 at ‘The Fortress Builders, Fortification Interpretation Centre’, Valletta. Draft Agenda provided here.
 
Interested applicants are highly encouraged to attend and to register by email to leonie.aquilina@gov.mt, ccing maria.c.falzon@gov.mt by Monday, 13th February 2017.
 
A total budget of €65 million in EU Funds has been reserved for this call. Project proposals may either consist of ‘Integrated modules’ (i.e. ‘Studying’ and ‘Testing’ and ‘Capitalising’) or ‘Single module’ (either ‘Capitalising’ or ‘Testing’) and should address any of the following themes:
 
     Priority Axis 1 – Innovation: Green economy, blue economy, social innovation and cultural and creative industries;
     Priority Axis 2 – Energy efficiency: Sustainable urban transport (only for ‘Integrated modules’ proposals);
     Priority Axis 3 – Environment: Coastal and maritime sustainable tourism (not open for ‘Testing’ in ‘Single module’ proposals), and marine protected areas.
 
Project proposals must include the participation of a number of partner entities from other participating states within this Programme. Public bodies, public-equivalent bodies, private entities, international organisations acting under national law, research centres, associations, chambers, and educational institutions are eligible to participate.
 
The Programme facilitates the search for partners and project idea-sharing through an online partner community forum at http://interreg-med.eu/en/med-community/
 
The call will remain open until noon of Friday, 31st March 2017. Applications are to be filled in and submitted through web-based application ‘Synergie CTE’ accessible from the Programme website.

Europe, Let's Cooperate Interregional Cooperation Forum 22nd -23rd March in Malta
 
 
 
The INTERREG EUROPE Programme has opened the registrations to an interregional cooperation forum ‘Europe, let’s cooperate!’ The two day event on the 22nd and 23rd March 2017 which for the first time is being organised in Malta, will offer many partner search, project idea generation and networking possibilities. This forum will combine the presentation of the third call for applications with more in-depth applicant workshops. 
 
It is important to note that the third call for applications under this programme might be the final opportunity for prospective applicants to participate in this Programme under the 2014-2020 programming period.

Info-Seminar on the Second Call under the Interreg MED Programme 2014-2020 

 As the national contact point for the Interreg MED Programme 2014-2020, the Territorial Cooperation Unit within the Funds and Programmes Division, Ministry for European Affairs and the Implementation of the Electoral Manifesto would like to announce that the second call for project proposals under this programme shall be launched on Monday, 30th January 2017. 
 
The call, which will remain open until Friday, 31st March 2017, shall be issued for two different kinds of project proposals: ‘Integrated’ projects and ‘Single module’ projects.
‘Integrated’ projects must include all three modules of Studying, Testing and Capitalising and must focus on one of the following themes:  
 
1. Green economy, blue economy, social innovation, cultural and creative industries. These themes address Priority Axis 1 – ‘Promoting Mediterranean innovation capacities to develop smart and sustainable growth’.

2. Sustainable urban transport. This theme addresses Priority Axis 2 – ‘Fostering low-carbon strategies and energy efficiency in specific MED territories: cities, islands and rural areas’.

3. Sustainable tourism and marine protected areas. These two themes address Priority Axis 3 – ‘Protecting and promoting Mediterranean natural and cultural resources’.
 
Integrated projects shall have a maximum duration of 48 months and may receive an average of €5M ERDF each. Each project should consist of not more than 15 partners.
 
​‘Single module’ projects will consist of only one module from ‘Capitalising’ or ‘Testing’. The total allocated ERDF budget for this type of call is €30M of which half will be reserved for ‘Capitalising’, which is the more required module from the two. ‘Testing’ projects are eligible only if their interest is demonstrated in subthemes not tackled in the projects that have been selected under the first call.
 
The following Axes are to be addressed under the call for ‘Single module’ projects:

1. Priority Axis 1 – ‘Promoting Mediterranean innovation capacities to develop smart and sustainable growth’.

2. Priority Axis 3 – ‘Protecting and promoting Mediterranean natural and cultural resources’. (Please note that projects presenting the ‘Testing’ module are not required for Strategic Objective 3.1 – ‘Coastal and Maritime Sustainable Tourism’.)
 
Eligible partners include national public authorities, public equivalent bodies, private and international organisations, and key actors such as research centres, associations, chambers, universities and other educational institutions, enterprises, etc, that are established within the Programme’s eligible area. Projects are co-financed at 85% ERDF of the respective eligible expenditure or 50% (for partners under GBER regulation 651/2014).
The Territorial Cooperation Unit within the Funds and Programmes Division would like to inform all interested applicants that an info-session shall be held on Wednesday, 15th February 2017 in the morning at The Fortress Builders, Fortification Interpretation Centre in Valletta to provide  information about the call and to address any queries. Applicant Seminar in Barcelona - Second Call for Modular projects (22 February 2017)

 
The Joint Secretariat of the Interreg MED Programme is organising an Applicant Seminar to help candidates with their application and provide them with detailed information on the 2nd call for proposals. This event will take place on 22nd February in Barcelona at Palau Reial de Pedralbes. It will also include a partner search forum and exchanges with the project officers of the Joint Secretariat.

Pre Announcement: INTERREG EUROPE THIRD CALL FOR PROJECT PROPOSALS 

 
As the national coordinator of Territorial Cooperation Programmes, including the Interreg Europe Programme, the Territorial Unit at the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU funds, MEAIM, would like to inform that third call for project proposals under the Interreg Europe Programme is envisaged to open in March 2017. As in previous calls already launched under this programme the third call for proposals also focuses on interregional cooperation projects i.e. ‘classic’ interregional cooperation projects. Project applications may be prepared under one of the specific objectives listed below:
 


a. Strengthening research, technological development and innovation;
b. Enhancing the competitiveness of SMEs;
c. Supporting the shift towards a low carbon economy in all sectors and
d.  Protecting the environment and promoting resource efficiency.
 


The eligible beneficiaries include public authorities, bodies governed by public law and private non profit bodies operating in the Programme’s eligible area. Public bodies and bodies governed by public law from all 28 European Member States are eligible for a co-financing rate of 85%, whereas private non-profit bodies may receive 75% co-financing.

It is important to note that this call is envisaged to be the final call under this Programme.  In this regard, the participation of Maltese entities in this call is kindly being solicited.

Projects approved during the first call for project proposals are to report back on their activities held during the first six months and the related finances. The first progress report is due on the 1st January 2017.

In order to assist in the preparation of the first progress report the Joint Secretariat will be organising a series of online Q & A sessions. These will take place almost every Friday till end of November, between 10:00 and 11:00am.

Blue skills - Knowledge of the seas network

This event will look at the theme of Blue skills from four different perspectives. On the one hand, the first two sessions offer the opportunity to learn more about the topic of Blue skills from both the European and macro-regional (strategy) perspective as well as the thematic stakeholders’ and experts’ perspective. On the other hand, the event offers the opportunity for (Interreg) programmes to promote how they support Blue skills as programme and through their projects (programme and project perspectives).    
The target group of this event are on the one hand Interreg Programmes with a maritime character or component, and here especially Joint Secretariat staff members dealing with maritime/marine project generation, assessment, monitoring and support. At the same time, the meeting will provide a broader approach by also inviting thematic experts and stakeholders as well as project representatives to ensure a holistic view to the topic of Blue skills.
Objectives
Originally being a network of only maritime Interreg CBC programmes, the network has been opened up in 2015 for involvement from beyond maritime Interreg CBC programmes depending on the concrete theme on the agenda. The activities of this ‘Knowledge of the Seas’ network consist of two main components: to jointly RECEIVE knowledge of the seas: sharing knowledge and exchange of experiences, organise seminars, workshops, thematic trainings, and to jointly PRODUCE AND PROMOTE knowledge of the seas: organise seminars, workshop etc., participate in public events as e.g. the joint stand at the European Maritime Day 2016 in Turku, Finland.

Call for Managing Authorities to attend a 4 day training camp which is going to be held in Malta between the 24th-27th January 2017 in collaboration with the Interact III Programme

 
 


In collaboration with the Interact III Programme, a 4-day training camp will be held here in Malta between the 24th and 27th January 2017 for staff of the Territorial Cooperation Unit from the Funds and Programmes Division. These sessions
will be prepared and delivered by the Interact team.
 
The training will address all phases of the project management cycle, providing participants with an understanding of the requirements associated with each phase of the cycle in the context of the 2014-2020 Interreg programmes. Participants will also discuss the latest trends and requirements related to management of Interreg programmes, with a focus on the contribution of a project to the programme's desired results.
In addition, participants will work on developing their facilitation skills, focusing on practical tips on how to improve/strengthen their work with project applicants and beneficiaries, thus on how to make their own work more efficient.
This training camp will also be an opportunity to meet staff, at programme level, from all Interreg programmes, who are involved in project generation, development and implementation, since representatives from the various Managing Authorities may register to attend the camp here in Malta.

The Funds and Programmes Division, as the national coordinator of the Interreg V-A Italia-Malta Cooperation Programme, would like to inform any interested parties that a call for   a “Junior Programme Assistant ” who shall be part of the Programme’s Joint Secretariat” is currently open.

INTERREG V-A Italy-Malta Programme – First Call for Proposals and Information Session

 




 
 
 
 
 
As the Maltese National Contact Point of the 2014-2020 Territorial Cooperation Programmes, including the INTERREG V-A Italy-Malta programme, the Funds and Programmes Division (FPD) within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, MEAIM, would like to announce that the first call for project proposals under this Programme is currently open and it shall remain open until 1400hrs of the 8th November 2016.
 
 
The Italy-Malta Programme is a cross-border programme implemented between Sicily and Malta. It aims at reinforcing smart and sustainable growth at cross border level with particular focus on the specialization in R&I sectors, fostering competitiveness in small and medium-sized enterprises, protecting the environment and enhancing actions to mitigate the effects of climate change together with the natural and anthropic risks of the area.  This programme is co-financed by the European Regional Development Fund (ERDF) and has a total ERDF budget of €43,952,171 in ERDF for the 2014-2020 period and covers the following thematic objectives:
 
 
     Strengthening research, technological development and innovation;
     Enhancing the competitiveness of SMEs;
     Preserving and protecting the environment and promoting resource efficiency.
 
 
This call for proposals, which has a budgetary allocation of €32,404,019.90, has been issued across all axes of the programme (with the exception of a small number of specific objectives).   All the necessary documentation and information can be found on the following link on the Italia-Malta site:
 
 
 
The launch event of the call for proposals 1/2016 for the presentation of cooperation projects using a “one step” procedure under Priority Axes I, II, III will be held in Catania - “Le Ciminiere” – Area Congressuale – Sala C3 on 12th October 2016. Another launch event will be held in Malta the next day, 13th October, 2016.  Venue for the latter event will be notified in due course. Interreg MED 2014-2020 – Modular projects under the first call - First quality assessment results

 

On 5th April 2016 in Zagreb, the Interreg MED Programme Steering Committee in agreement with the Monitoring Committee selected 108 projects out of 225 to undergo a second step of assessment for final selection later this year (results in link: Results of the 1st step of assessment of the 1st call).
 
Due to the technical dysfunctions that occurred during the submission of applications when entering information in the work plan section in SYNERGIE CTE, the Steering Committee decided to give the possibility to Lead Partners to reopen a part of the application form in order to correct or complete information related to the Work Plan only, and if necessary.
 
The reopening phase will last from 27th April, 15.00 GMT+1 to 11th May 2016, 15.00 GMT+1.
Applicants willing to reopen their application form to change their work plan should send their request by email to the Joint Secretariat at programme_med@regionpaca.fr from 20th April to 4th May 2016.
The Lead Partners of selected projects will receive an email with the notification letter, the 1st phase assessment form, the re-opening procedure as well as their full application form for information.
 
All projects will have access to the 1st phase assessment form in the “Contractual Documents” section in SYNERGIE CTE, whereas the Notification letter will be sent by post.
 
NOTE: Please note that if your project has been subjected to corrections in February 2016, your project was labelled as a “corrected” project. The eligibility results of these projects will be sent at the beginning of May 2016 and the first step of qualitative assessment will follow. Corrected projects will be notified about the results of the first step of assessment in late 2016. Partners from these projects should address their Lead Partner in order to know if the project is currently in this situation.

Interreg Europe Second Call for Project Proposals
 
As the national coordinator of the 2014-2020 Territorial Cooperation Programmes, including the INTERREG EUROPE Programme, the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry for European Affairs and Implementation of the Electoral Manifesto would like to announce that the second call for project proposals under this Programme has been  launched on the 5th April 2016 and it shall remain open until noon of the 13th May 2016.
 
The Interreg Europe Pogramme has a budgetary allocation of €359 million, and provides for cooperation between regions from the entire territory of the European Union, together with Norway and Switzerland. The second call for proposals focuses on interregional cooperation projects i.e. ‘classic’ interregional cooperation projects which may be compared to those funded under the first call for project proposals.
The Programme is organised around four priority axes namely:-
a)      Strengthening research, technological development and innovation;
b)     Enhancing the competitiveness of SMEs;
c)      Supporting the shift towards a low carbon economy in all sectors and
d)      Protecting the environment and promoting resource efficiency.
 
Applications may be received from public authorities, bodies governed by public law and private non profit bodies operating in the Programme’s eligible area. Public bodies and bodies governed by public law from all 28 European Member States are eligible for a co-financing rate of 85%, whereas private non-profit bodies may receive 75% co-financing.
 
It is important to note that any project proposals, including all relevant documentation, have to be submitted via the iOLF online system (www.iOLF.eu). All the documents indicated below must therefore be submitted via the iOLF system. Please refere to the Application Pack included below

Launch of the ENI CBC MED Programme 2014-2020 - 13th April 2016
 
As the national coordinator of the ENI CBC MED Programme, the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry of European Affairs and Implementation of the Electoral Manifesto, would like to invite interested parties to the launch event of Programme in caption. During this session, which shall include the participation of the Programme’s Managing Authority, information on the new 2014 – 2020 programme shall be provided.  Public bodies, public equivalent entities and also private bodies are eligible for funding under the ENI CBC MED Programme.
 
The launch event will be held on the 13th April 2016 from 0900 hours to 1230 hours at the Fortifications Interpretation Centre, St. Mark Street, Valletta. Interested participants are requested to register by sending an e-mail to astrid.fenech@gov.mt  by 8th April 2016. 
 

 

Information Seminar in connection with the Interreg Europe Programme - Ministry for Gozo - 4th April 2016

The Territorial Cooperation Unit within the Funds and Programmes Division  will be organizing a two hour information session at the Ministry for Gozo
in relation to the 2nd call from project proposals under the Interreg Europe Programme. This session will be held on the 4th April 2016 from 9:30am till 11:30am.
 
The aim of this seminar is to provide brief details about the second call for project proposals under this  Programme, which is envisaged to be launched on the 5th April 2016. During this session, information will be provided on the main aspects of the INTERREG EUROPE Programme in particular the second call for project proposals. Further to this, details on the national requirements vis a vis Maltese applicants will also be provided.
 
Interested parties who might eventually want to submit or join proposals for funding under the INTERREG EUROPE Programme may include public and public equivalent entities and also private non profit bodies.

Info-session on funding opportunities under the 2014-2020 Territorial Cooperation Programmes and the ENI CBC Med Programme
 
On 2nd March 2016, an information-session in connection with new funding opportunities under the 2014-2020 Territorial Cooperation Programmes and the ENI CBC Med Programme was held at the University of Malta in view of popular demand by the University’s academics and staff.  The presentations, which may be accessed from here, were delivered by the Territorial Cooperation Unit within the FPD as the national coordinator of such Programmes.

Establishing the Joint Secretariat of the Interreg V-A Italia-Malta Cooperation Programme - Call for the selection of 4 Executives

 

The Funds and Programmes Division, as the national coordinator of the Interreg V-A Italia-Malta Cooperation Programme, would like to inform any interested parties that the Managing Authority of the Programme (i.e. il Dipartimento della Programmazione della Regione Siciliana) has published an open public call, based on eligibility of qualifications as well as interviews, for the selection of 4 executives to establish the Joint Secretariat (JS).  The call has been published on the Official Journal of the Sicilian Region n. 3 “Serie speciale concorsi”, of the 26 February 2016.
 
Further information and documentation in connection with this call, including the Application Form (refer to Allegato A) may be accessed from here​.  The application form has to be submitted to the “Presidenza della Regione Siciliana – Dipartimento Regionale della Programmazione – piazza Luigi Sturzo, 36 - 90139 Palermo”, in a sealed envelope by 17th March 2016 at 2:00 p.m. as otherwise it shall not be considered. The application form may be delivered by hand, by registered postal service, or by courier service. The valid date and time of receipt shall be those indicating the arrival of the documentation at the Dipartimento Regionale della Programmazione.

First call for modular projects under Interreg MED Programme: eligibility notification- Deadline 23rd February 2016
 
The Interreg MED Programme Monitoring Committee has taken a Decision, on February 9th, regarding the eligibility of the proposals in the First Call for Modular Projects.
 
In the first call, a group of projects were considered eligible and another group ineligible, and the latter ones are subject to introduce corrections in their applications.
 
All Lead Partners of both groups will be notified of this decision on February 16th. The notification will be available as well on Synergie CTE – section “contractual documents”.
 
Eligible project proposals will enter the first stage of qualitative assessment. The selection regarding this phase will take place in April 2016, during the Steering Committee meeting. The results will be communicated afterwards.
 
For ineligible project proposals, the Monitoring Committee of the Interreg MED Programme has decided to open the possibility to correct formal errors.
 
After receiving the notification, these projects are invited within 7 days (until the 23rd of February, at midnight, 00:00 GMT+1) to submit corrections to the previously notified errors to the Joint Secretariat by e-mail address:programme_med@regionpaca.fr.
 
After the correction phase, a new administrative and eligibility check based on the same criteria as those validated and published in the framework of the first call for modular projects will be performed, and a complementary decision on eligibility will be made by the Interreg MED Steering Committee regarding these corrected proposals.
 
Correction procedure for ineligible projects:
 
     The LP has to send all the corrections;
     All corrections should be sent in one e-mail; PDF and MS Word documents should be sent attached to the e-mail;
     The title of the e-mail should be: ACRONYM_ID NUMBER_1st CALL_CORRECTIONS;
     The corrections will be included in Synergie CTE by the JS;
     A second decision regarding the eligibility of the proposals will be taken in April 2016.
 
PLEASE TAKE NOTE:
Notified ineligible projects are kindly requested not to send any other pieces of information in addition to those requested to correct the reason for ineligibility. Any unsolicited additional information will not be considered.

Download the PDF version of the Application Form from Synergie CTE, print the last page with the note “submitted”, fill in the information requested (name, place, date), sign and stamp it. Send the scanned document via e-mail;
     Partner’s declaration missing, unduly submitted or w containing mistakes (amount, signature, missing stamp missing, etc.):
The Lead partner requests the partner concerned the document duly filled in, signed and stamped. The Lead partner re-checks the former error in order to be sure that it has been solved before sending the revision. The scanned document is to be sent via e-mail.
 
Section(s) of the Application Form missing:
Use the courtesy Application Form (MS Word format) available on the website to fill in the missing sections. Send a MS Word document containing all the missing information. Kindly note that there is a limited number of characters in each section.

Launch of the Interreg Italia-Malta Programme under the 2014-2020 Programming period

 
As the Maltese national contact point for Territorial Cooperation Programmes, which include the Interreg Italia-Malta Programme (2014-2020), the Territorial Cooperation Unit within the Funds and Programmes Division, MEAIM, has launched the Interreg Italia-Malta Programme officially in Malta on the 11th of January 2016, by means of an event which was held at the Fortifications Interpretation Centre, Valletta.  The aim of this launch, which was addressed by the Hon. Interreg Europe 2nd Call for Project Proposals
 
The Territorial Cooperation Unit within the Funds and Programmes Division would like to inform interested parties that applications for Interreg Europe’s second call for project proposals will be accepted from 5 April until 13 May 2016. In close cooperation with the Dutch presidency, the annual networking and partner search event will be held between the 22-23 March 2016, in Rotterdam. This event will combine the presentation of the second call with more in-depth applicant workshops.
 
 

Malta's participation in Territorial Cooperation Programmes under the 2007-2013 and 2014-2020 programming periods 


Celebrating the results achieved by the projects financed under such Programmes and paving the way for Malta's participation in the 2014-2020

 
Further to the successful implementation of the projects financed under the 2007-2013 Territorial Cooperation Programmes and Malta’s participation in the 2014-2020 programming period, the Territorial Cooperation Unit within the Funds and Programmes Division, MEAIM, shall be organising a half-day seminar.    
 
The aim of this seminar, which is envisaged to be held on the 14th of December 2015 at the Conference Hall, Fort St. Elmo, Valletta, is to present some of the results achieved under such programmes.  Information about the 2014-2020 Cooperation Programmes in which Malta is currently participating shall also be provided.

The Funds and Programmes Division (FPD), within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, is the National Contact Point of four Programmes financed under the Territorial Cooperation Objective (2007-2013), namely the Italia-Malta Programme, the Med Programme, the Interreg IVC Programme and the Interact II Programme. In addition to such Programmes, the FPD is also responsible for the local coordination of the ENPI CBC Med Programme.  
 
In preparation for an event entitled ‘European Cooperation Day’(EC Day), which is envisaged to be celebrated on the 21st of September 2015 all across Europe, the FPD is currently seeking the services of a professional photographer to take high resolution photographs of a number of projects co-financed under the Italia-Malta Programme, the Med Programme, the Interreg IVC Programme and the ENPI CBC Med Programme.

Med and Interreg Mediterranean Programmes Information Seminar on 17th June 2015

 
As the national coordinator of the 2007-2013 and 2014-2020 European Territorial Cooperation Programmes, including the MED Programme and the Interreg Mediterranean Programme, the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry of European Affairs and Implementation of the Electoral Manifesto, would like to invite you to participate in an information seminar in connection with the Programmes in caption.  The aim of this seminar is to present the achievements of the MED Programme whilst  providing details about the new Interreg Mediterranean Programme, which is envisaged to be launched in the coming months.  Public bodies, public equivalent entities and also private  bodies are eligible for funding under the Interreg Mediterranean Programme.

European Cooperation Day 2015 Slogan Contest
 
 
In the framework of the European Cooperation Day 2015, which promotes the celebration of Interreg’s 25th anniversary, the Interact Programme has organised a competition which calls for the submission of a slogan to complement the following Interreg logo:

The contest is open to everyone interested in participating i.e. not just Interreg programmes or projects, but all citizens  from EU countries, candidate and potential candidate countries as well as neighbouring countries are invited to submit their slogan depicting cooperation across borders.
 
The winner of the slogan contest will be invited to the event entitled '25 years of Interreg' which will take place on 15-16 September 2015 in Luxembourg.   Further information may be obtained from the European Cooperation Day website (http://www.ecday.eu/news/slogan-contest-for-interreg/).  Note that the slogan should be submitted between 1 and 31 May 2015.

Thematic Programme Capitalisation

 
Over the past seven years, more than 2000 public institutions across Europe have been learning from each other through cooperative policy learning in 204 interregional projects supported by the INTERREG IVC territorial cooperation programme.
As a result, policy makers and practitioners interested on building on the experiences of their counterparts so as to enhance their own policy strategies can find hundreds of tried-and-tested policies and practices as well as tailor-made policy recommendations in the capitalisation  reports and publications concerning  12 policy fields. As outlined above, these publications focus on the main challenges in 12 policy fields addressed by the INTERREG IVC projects and  present thematic specific policy recommendations for the policy-making communities at all levels of governance.  The final reports are the outcome of the two years analysis by the experts and showcase a selection of tried-and-tested policies and practices shared through the INTERREG IVC projects that can be of interest to all EU regions.

Public Consultation- Cross Border Cooperation Programme Italia-Malta 2014-2020

 
Having regards to the Cohesion Policy 2014-2020, the European Commission adopted a series of rules aimed at improving the consultation, participation and exchange with potential beneficiaries of the territories to be involved in the preparation and implemntation of the programmes.
The Presidenza della Regione Siciliana - Dipartimento della Programmazione, in its role of Managing Authority of the Cooperation Programme Italia Malta 2014-2020 has launched a public consultation targeted to all stakeholders acting within the Sicilian and Maltese territories and aimed to share and finalize the strategy of the forthcoming programme.
The online consultation will last 1 month from the 13th of August to the 13th of September 2014 and will be in the form of collecting comments and observations concerning the document “Cooperazione Territoriale Europea – Bozza PC Italia Malta 2014-2020” and its attachment “Allegato 1 PC Italia Malta 2014-2020” that can be downloaded from the following link http://www.italiamalta.eu/index2.php?option=com_content&id=174&lang=en&task=view&Itemid=47&pop=1&page=0 .

Interreg IVC Programme Results
 
Over the past seven years, the INTERREG IVC programme has enabled public institutions all over Europe to ‘learn through cooperation’ by means of 204 interregional projects aimed at improving regional policies. Various examples of how a region or a city has built on the experiences of their counterparts so as to enhance their own policy and delivery strategies are now available for review.
 
In order to maximise the results ensuing from such projects, the INTERREG IVC programme has commissioned a team of thematic experts to analyse, benchmark, and capitalise on the wealth of knowledge generated by projects working on similar regional development issues.  In this regard, twelve policy themes, ranging from innovation to the environment, have been addressed by means of this exercise.  The respective results are available on the INTERREGIVC online library (http://www.interreg4c.eu/policy-sharing-policy-learning/library/ ) whereby one may access information in the fields of innovation systems, innovation capacity of SMEs, eco-innovation, creative industries, entrepreneurship, e-government services,  demographic change, rural development, climate change, energy efficiency, renewable energy and sustainable transport. Call for Applications for Various Positions within the Joint Technical Secretariat of the ENPI CBC Med Programme
 
The call for applications for various positions within the Joint Technical Secretariat of the ENPI CBC Med Programme has been published on the Programme website at:
The new selection procedure for JTS staff follows the decision of the Joint Monitoring Committee and the approval of the related terms of reference in December 2013. The ranking lists which will be established based on this procedure, will be used by the JMA for the recruitment of new staff in case of specific needs linked to the implementation of the Programme.
The deadline for sending the applications is set on 27 June 2014.

 
Consultation in connection with the Interact III Programme
During the 2014-2020 programming period, the Territorial Cooperation Unit within the Funds and Programmes Division, MEAIM shall be coordinating Malta’s participation in the INTERACT III Programme, which supports the exchange of information and best practices amongst cooperation programmes in the EU.  The 28 EU Member States, together with Norway and Switzerland are eligible to participate in the said Programme, which has an ERDF budget of €46 million. 
Further to discussions between the above-mentioned countries, the drafting of the INTERACT III 2014-2020 Programme is nearing its final stages and, prior to submitting the final documentation to the European Commission for its endorsement, the general public and interested stakeholders are being invited to provide their feedback with respect to the draft Operational Programme, which may be accessed from here.
In this regard, all interested parties are encouraged to provide their feedback by means of an online survey prepared by the INTERACT authorities by not later than the 5th of May 2014.  All relevant documentation can be found on the INTERACT programme’s website

 A day of learning about the latest policy trends and best practices available from all around Europe in 12 topics
“INTERREG IVC programme prepared a day of policy learning to all interested parties. The thematic capitalisation event takes place on 22 May 2014 in Brussels, Belgium.
 
In close cooperation with the 12 thematic programme capitalisation teams, the programme will present the latest policy trends and best practices from all over Europe during a day of 'Policy Sharing, Policy Learning'. The experts will also provide their recommendations and lessons learnt from the analyses of over 100 INTERREG IVC projects in the 12 topics, ranging from innovation, entrepreneurship, rural development, sustainable transport to renewable energy, or climate change.
 
Registration to the event has just been opened and will stay so until 14 May, 2014. Now it is your chance to capitalise with us on the topic of your choice. The event is in English language.

Launch of the Public Consultation Process in connection with the Med Programme

During the 2014-2020 programming period, the Territorial Cooperation Unit within the Funds and Programmes Division (FPD) shall be coordinating Malta’s participation in the new Med Programme, a transnational programme supporting the sharing of experiences, knowledge, and the improvement of public policies between national, regional and local authorities and other territorial actors of eligible regions of the MED area. The said programme shall cover 57 regions from 10 different EU countries and 3 candidate countries and has an ERDF budget of €224 million.

The preparations concerning the new programme are now reaching a final stage and, prior to submitting the final documentation to the European Commission for approval, the general public and interested stakeholders are being invited to provide their feedback with respect to the draft Operational Programme and the Strategic Environmental Assessment Report. In this regard, all interested parties are encouraged to provide their feedback by means of the online questionnaire prepared by the Med authorities.  The deadline for submitting feedback is 30 April 2014.

Launch of the Public Consultation Process in connection with the INTERREG EUROPE PROGRAMME

 
Under the 2014-2020 programming period,  the Territorial Cooperation Unit within the Funds and Programmes Division (FPD) at the Ministry for European Affairs and Implementation of the Electoral Manifesto (MEAIM) shall be coordinating Malta’s participation in four European Territorial Cooperation Programmes.  One of these Programmes is the INTERREG EUROPE Programme, which is financed by the European Regional Development Fund (ERDF) and which aims at supporting policy development so as to improve the performance of policies across Europe. To this end, public and public equivalent entities from the whole territory of the European Union (EU) as well as Norway and Switzerland are encouraged to exchange practices and ideas in a number of thematic areas being addressed by the Programme in caption, with the aim of  improving the respective strategies and policies.
 
In 2013, the representatives of the above mentioned countries were involved in the drafting of the documentation pertaining to the INTERREG EUROPE Programme, which has a budget of €359 million (ERDF) for the 2014-2020 period.  Prior to finalising such documents and submitting them to the European Commission for approval and endorsement, the general public and  interested stakeholders are being invited to provide their feedback, specifically with regard to the Programme’s  Cooperation Programme and the  Strategic Environmental Assessment Report.
 
As stakeholders and potential partners, your participation in this consultation process, which closes on the 21st of March 2014, is strongly encouraged. Following the previous announcement regarding the Call for Proposals on the Maritime Approach, potential partners are kindly informed that the Application Form is now available online on the Med Programme website.

The Managing Authority of the Med Programme would like to announce that due to a number of technical difficulties that took place on Thursday 9th January 2014, the deadline for submitting a proposal under the abovementioned call has been extended up to Monday 13th January 2014 at noon (local time).
  
MED Programme - Call for Proposals on Maritime approach
 
The Managing Authority of the Med Programme has launched a Call for Proposals on Integrated Maritime Approach.  This specific call shall be targeting four priorities, namely: 1) Maritime Innovation and economic development, 2) Environment protection, 3) Transport and accessibility and 4) Governance and policy response. With respect to the first 3 priorities, partners should either have experience within previous Med projects or within other European cooperation projects. Priority 4, on the other hand, is only open to national and local authorities and previous participation in Med or EU funded projects is not necessary.  In this regard, it is recommended that one reads carefully the conditions and criteria established in the Terms of Reference for this call.
 
The total budget for this call amounts to EUR 5 million (ERDF) and the call will close on 10 January 2014 at noon.

European Cooperation Day 2013: Sharing Borders, Growing Closer
 
On 21 September 2013 and the surrounding weeks, European Cooperation Day 2013 will be celebrated all over Europe with the aim of showcasing the results and benefits achieved by means of cooperation between regions across borders. In this regard, various activities are envisaged to be held in a number of European countries, including Malta, to commemorate their participation in European Territorial Cooperation (ETC) Programmes as well as Programmes financed under the European Neighbourhood and Partnership Instrument (ENPI). Free Screening of Panacea underwater documentary
 
The International Ocean Institute – Malta Operational Centre at the University of Malta is inviting the public to attend a complimentary screening of the third underwater documentary developed as part of the Panacea project, which is funded under the Italia Malta 2007 – 2013 Cross Border Programme.  
 
The screening will be held at the University’s Sir Temi Zammit Hall on September 2 from 10.30am to 11.30am under the patronage of H.E. Dr. George Abela. A total of 350 seats are available on a first-come, first-served basis.  Those interested in attending the complimentary screening of the underwater documentary should send an email to sept02event@gmail.com with their name and surname and id card number to register.

Poster Contest- Be Part of this Year's European Cooperation Day! Join us in the celebration of European Cooperation Day 2013 by designing a poster that represents cooperation between people in Europe!

 

On 21 September 2013 and in the surrounding week, European Cooperation Day will be celebrated throughout Europe for the second time. To mark this occasion, INTERACT Point Vienna is organising a poster contest, which is open to children aged 16 and under. The theme of the posters should be: "Sharing borders, growing closer" or "Working together for a better Europe".

 
The best posters will be displayed at a public exhibition in Vienna on the weekend of 21 September 2013 and the top three poster designers will win prize packs. Further information may be obtained from here. Deadline for submissions is the 24 August 2013.

Italia-Malta 2007-2013- Request for Quotations

 
The Funds and Programmes Division within the Ministry for European Affairs and Implementation of the Electoral Programme as the Maltese National Coordination Authority will be holding a training session and bilateral meeting as part of the Italia-Malta 2007-2013 Cross Border Cooperation Programme. The FPD is therefore issuing a request for quotations for the provision of a training room as well as a bilateral meeting room on the 17th April 2013. The OP Italia Malta has started the programming process for the period 2014-2020. In line with the regulatory framework of the European Commission, a consultation process is envisaged intended to involve the socio-economic and institutional partnership as well as the general public by soliciting their views with the aim to select the thematic objectives of the future Cross-Border Cooperation Programme Italia Malta 2014-2020.
 
The Programme’s Authorities have prepared a questionnaire with the intention to collect information and indications for drawing up the future OP Italia Malta 2014-2020.

The Joint Managing Authority of the ENPI CBC MED Programme has announced that the call for experts in charge of supporting the Programme capitalization process and the preparation of the new 2014-2020 ENI CBC Med Programme has been published.
 
The deadline for sending applications is 20 January 2013. Interested candidates are encouraged to send their application as soon as possible in order to guarantee that applications are received within 25 January 2013, time limit set by the call.

ENPI CBC "Mediterranean Sea Basin Programme": launch of the first call for proposals
 
  
The first call for standard projects of the European Neighbourhood Partnership Instrument (ENPI) Cross-Border-Cooperation"Mediterranean Sea Basin Programme" was launched concerning the four Programme Priorities. A total of €32 million was allocated for this call.
 
 
The general objective of this programme, which is managed by Sardegna, is to contribute towards the promotion of the sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the common challenges and by enhancing its potentials.
 
 
In coherence with this objective, joint projects may be submitted under the following four priorities: 
 
 
1.  the promotion of socio-economic development and the enhancement of territories;
   
2.  the promotion of environmental sustainability;
   
3.  the promotion of better conditions and modalities for ensuring the mobility of persons, goods and capitals 
  
4.  the promotion of cultural dialogue and local governance. 
 

A launch conference was held in Cagliari (Sardegna)  on the 13th-14th July 2009; an Information Day  was held in Valencia (Spain); 16th July 2009; Individual Meetings were held Malta, 22nd - 23rd July 2009; an Information Session - Gozo, 21st August 2009 and Partner Forums were held in Beirut and Amman in July 2009.
