The Funds and Programmes Division (FPD) was set up in July 2011 as part of an administrative structure required to handle the management of EU and other Funds (with the exception of Cohesion Policy Funds) allocated to Malta and to provide guidance to the focal points of the EU and other Programmes that are managed by the Commission or other institutions. The Funds and Programmes Division is made up of three Directorates namely Funds Directorate, the Programmes and Projects Directorate and the Agriculture Funds Directorate
The FPD fulfills a number of main functions:
National Focal Point for the EEA and the Norwegian Financial Mechanisms;
National Co-ordinator of the Swiss-Maltese Cooperation Programme;
National Contact Point for the European Territorial Cooperation Programmes (ETC) 2014-2020;
National Contact Point for the Italia Malta Cross Border Programme 2014-2020;
National Co-ordinator of Pre-Accession Funds, TAIEX and Transition Facility;
National Contact Point for the European Globalisation Fund (EGF) and the European Solidarity Fund;
National Authority for the ERASMUS+ Programme;
Responsible Authority for the Asylum, Migration and Integration Fund (AMIF) 2014-2020 and Internal Security Fund 2014-2020 (ISF);
Managing Authority for the Rural Development and Agriculture Fund (EAFRD);
Managing Authority for the European Maritime Fisheries Fund (EMFF);
Coordination and guidance of focal points of the various EU and other Funds and Programmes.

Director General (Funds and Programmes)
Raphael Scerri has been working with the Employment and Training Corporation since 1991. In 2003 he was promoted Senior Manager of the Employment Services Division till 1 June 2011 when he joined Public Service as Director General of the Funds and Programmes Division.
