Every year, the European Commission awards EU-funded projects which are original, innovative and inspiring. The REGIOSTARS are awarded to projects in five thematic categories, and the categories chosen for this year are as follows:
 
Category 1 - Smart Growth: Promoting digital transformation
Category 2 - Sustainable Growth: Connecting green, blue and grey
Category 3 - Inclusive Growth: Combatting inequalities and poverty
Category 4 - Urban development: Building climate-resilient cities
Category 5 - Topic of the year 2019: Modernising health services

4TH CALL FOR PROJECT PROPOSALS UNDER INTERREG EUROPE PROGRAMME 2014-2020
 
 
The Territorial Cooperation Unit, within the Funds and Programmes Division (FPD) at the Parliamentary Secretariat for the EU Funds and Social Dialogue, Ministry for European Affairs and Equality, is pleased to announce that the fourth call for project proposals under Interreg Europe Programme 2014-2020 is open and shall close on 22 June 2018, at 12:00p.m.
 
The Interreg Europe Programme allows regional and local public authorities and other players of regional relevance across Europe to exchange practices and ideas on the way public policies work, and thereby find solutions to improve their strategies for their own citizens.
The fourth call for proposals has a budget of MEUR 74 ERDF and focuses on interregional cooperation projects i.e. ‘classic’ interregional cooperation projects which may be compared to those funded under the previous calls for project proposals. Applicants are invited to submit their project application under one of the specific objectives listed below:
 
a.         Strengthening research, technological development and innovation;
b.         Enhancing the competitiveness of SMEs;
c.         Supporting the shift towards a low carbon economy in all sectors and
d.         Protecting the environment and promoting resource efficiency.
 
 
The eligible beneficiaries include public authorities, bodies governed by public law and private non profit bodies operating in the Programme’s eligible area which include all 28 European Member States, Norway and Switzerland. Public bodies and bodies governed by public law are eligible for a co-financing rate of 85%, whereas private non-profit bodies may receive 75% co-financing.
 
It is important to note that this call is envisaged to be the final call under this Programme.  In this regard, the participation of Maltese entities in this call is kindly being solicited.

Information Seminar in connection with the INTERREG EUROPE Programme – 4th Call
 
 
 
As the national coordinator of Territorial Cooperation Programmes, including the INTERREG EUROPE Programme, the Territorial Cooperation Unit (TCU) at the Funds and Programmes Division within the Ministry for European Affairs and Equality, would like to invite interested parties to participate in a half day information seminar in connection with the Programme in caption. The seminar will be held on  the 4th of May at 08:30 hours at the Mediterranean Conference Centre, Valletta. Please click here for the agenda in connection with this event. 
 
The aim of this event is to provide details about the fourth (4th) call for project proposals under this  Programme, which is envisaged to be launched on the 7th of May 2018.   During this session, detailed information on the INTERREG EUROPE Programme including the Programme’s priorities, the eligible areas, the financial actions and also the type of projects which may be financed under this call shall be provided. Interested parties who might eventually want to submit or join proposals for funding under the INTERREG EUROPE Programme may include public and public equivalent entities and also private non profit bodies.  During this event, project partners shall be  awarded certificates on the occasion of their projects being successfully selected for funding under the third (3rd) call for this Programme.

Before going forward with your application or seeking assistance from the Programme’s Joint Secretariat, make sure to check the relevance of your project! This can be done by answering the series of questions available on the online self-assessment tool.

 

If you can answer ‘yes’ to all questions you are on the right track.

If you have passed the online self-assessment and made sure that your project idea is relevant for Interreg Europe, ask for feedback by following these simple steps:

 

Log in to (or join) the Interreg Europe community

Publish your project idea online by choosing ‘New project idea’ under Activity tab on your profile. You need to provide basic information such as what your project idea is about and types of partners you are looking for. Do not forget to click 'Publish' so that your idea becomes public and you can start the partner search.

Once you have published your idea, you can request for individual feedback immediately following the steps or later by clicking a 'request for feedback' link on your profile. Information on the issue and policy instruments addressed by your project, partners involved and planned activities will be requested. The details are visible only for the Joint Secretariat and help to better assist you in developing your project idea into a successful application. One has to choose how he/she would like to receive the feedback and the Joint Secretariat will contact you with the feedback.

 

Requests for feedback will be processed on a first-come-first-served basis. The Programme Joint Secretariat can only provide one feedback per project idea and user.

 

Also, one may go through r projects which have already been approved in previous calls via this link and explore the variety of good practices they are generating.

 

Project idea and partner search database

Apart from encouraging prospective applicants to share project ideas the online database also assists prospective applicants to join in partnerships and find partners. This database is available on the Programme’s website.

The application pack contains all the documents you need to prepare your application and it will be published  in the beginning of April 2018. However a demo version of the application form is available here.

     to evaluate the progress made in the programme implementation and in the achievement of the initial programme objectives
     to identify possible deviations or shortcomings with respect to the achievements of programme’s objectives;
     to propose possible improvements for future programme implementation;

European Week of Regions and Cities
 
 
 
Are you working on regional policies? Have you developed or implemented an innovative solution in your region? Would you like to share your experience and let other regions know what you have accomplished? We would love to hear your story! Interreg Europe will be happy to record a brief interview with you and share your practice widely.
 
During 10-12 October 2017, Interreg Europe will host a storytelling studio in the Committee of the Regions (JDE Atrium 5) and collect stories of good practices from across Europe. The stories will be recorded and shared via short videos that will be published throughout the week.  
The European Week of Regions and Cities takes place in Brussels this year between 10 and 12 October. There will be presented three workshops and a storytelling studio.

Explore good practices with the Interreg Europe Policy Learning Platform
Looking for new solutions for regional policy? 2000+ institutions have already exchanged experiences through interregional cooperation. Addressing urban and regional challenges through public procurement
Public procurement has often been characterised by bureaucracy, but now it’s been used increasingly as a mean to address key economic, social and environmental challenges. Lately the EU Directive of 2014 called for flexibility, supporting SMEs and for using procurement to reach social and environmental goals. ESPON, INTERACT, Interreg Europe and URBACT programmes join forces to provide examples of progressive procurement that emerge across Europe.

European Cooperation Day 2017 - Drawing Competition

Call for tender: Externalisation of audit activities for the EEIG GECOTTI-PE Interreg Programmes
 
The Interreg Europe Secretariat has opened a new procedure to look for a service provider for the execution of externalised audit tasks. The objective of the present contract is to procure providers able to undertake system audits, audits of operations and audits of accounts, to contribute to the annual control reports and annual audit opinions and to provide audit and legal expertise in relation to audit matters.

Join the new Interreg Volunteer Youth Initiative
 
 


Thanks to a new pilot action, volunteers can now contribute to interregional cooperation. Part of the European Solidarity Corps Initiative of the European Commission, the Interreg Volunteer Youth (IVY) Initiative offers young Europeans a chance to volunteer in cross-border, transnational or interregional programmes and related projects.
 
 IVY is a one-year pilot, running from March 2017 until February 2018. It is coordinated by the Association of European Border Regions (AEBR) and funded by the European Commission’s Directorate-General for Regional & Urban Policy. The objective of the initiative is to involve young Europeans in supporting, promoting and reporting the achievements of projects and European territorial cooperation.
 
Interreg Europe joined the initiative and we will soon host the first IVY volunteer.
 
We encourage our projects to consider participating as well!
 
Who can volunteer?
Young Europeans aged 18-30 can serve as volunteers in the cross-border, transnational or interregional programmes and related projects for a period of 2-6 months. Volunteers will have a chance to learn about European territorial cooperation and the benefits of collaboration. IVY initiative also aims at enhancing the sense of European solidarity, citizenship and civic engagement.
 
Who will host the volunteers?
Programmes and projects can both act as hosts. In fact, all 2014-2020 cross-border, transnational and interregional Interreg programmes and Interreg project beneficiaries are eligible to host IVY volunteers.
Project beneficiaries can host a volunteer called Interreg Project Partner in their organisation to help with the Interreg project implementation.
Joint secretariats and managing authorities can host volunteers as Interreg Reporters to help in disseminating information and reporting on successful Interreg projects.

Joining the initiative is easy. All material and instructions are available on the Interreg Youth website. Projects interested in joining can contact AERB directly.
Projects can apply to host volunteers by submitting a note outlining their requirements. Projects also need an approval from the programme to participate in the initiative. So in case you plan to join the action, please get in contact with us as well. AEBR will help you pre-select suitable candidates via the European Solidarity Corps Youth Portal and assist with the final selection if needed. AEBR will also prepare the volunteers for their placement with information and a pre-departure training.
IVY volunteers receive financial support and a comprehensive insurance coverage from the pilot action. The coordinating body (AEBR) also supports the volunteers and host organisations before and during the placement.

Third call for project proposals under the INTERREG EUROPE Programme is open!
 
 
 
The third call for proposals under this programme opened on the 1st of March  and it closes on 30 June 2017, at 12:00 p.m. (midday).

The total ERDF budget after the first two calls for proposal (approximately EUR 145 million) of the Interreg Europe programme is made available for the third call for proposals.This call, which might be the last call under this Programme depending on the take-up by all the Participating Countries, focuses on interregional cooperation projects i.e. ‘classic’ projects which may be compared to those funded under the first and second call for project proposals.  

Applicants may submit their project application under one of the specific objectives listed below:

a. Strengthening research, technological development and innovation;
b. Enhancing the competitiveness of SMEs;
c. Supporting the shift towards a low carbon economy in all sectors and
d.  Protecting the environment and promoting resource efficiency.

The eligible beneficiaries include public authorities, bodies governed by public law and private non profit bodies operating in the Programme’s eligible area. Public bodies and bodies governed by public law from all 28 European Member States are eligible for a co-financing rate of 85%, whereas private non-profit bodies may receive 75% co-financing.

The Programme facilitates the search for partners and project idea-sharing through an online partner search database which is available on the programme website http://www.interregeurope.eu/search/

Applications are to be filled in and submitted through web-based application iOLF which is  accessible on  www.iOLF.eu

All partner declarations and possible letters of support must be uploaded on the iOLF system. The application submitted to the programme must therefore include the following documents: 

     the application form itself;
     the partner declarations for all partners including the lead partner;
     if applicable, the letters of support from the relevant authorities.

Before going forward with your application or seeking assistance from the programme Joint Secretariat, make sure to check the relevance of your project! This can be done by answering the series of questions available on http://www.interregeurope.eu/self-assessment/
 
If you can answer ‘yes’ to all questions you are on the right track.
 
If you have passed the online self-assessment and made sure that your project idea is relevant for Interreg Europe, ask for feedback following these simple steps:
 
     Log in to (or join) the Interreg Europe community
 
     Publish your project idea online by choosing ‘New project idea’ under Activity tab on your profile. You need to provide basic information such as what your project idea is about and types of partners you are looking for. Do not forget to click 'Publish' so that your idea becomes public and you can start the partner search.
 
     Once you have published your idea, you can request for individual feedback immediately following the steps or later by clicking a 'request for feedback' link on your profile. Information on the issue and policy instruments addressed by your project, partners involved and planned activities will be requested. The details are visible only for the Joint Secretariat and help to better assist you in developing your project idea into a successful application. One has to choose how he/she would like to receive the feedback and the Joint Secretariat will contact you with the feedback.
 
Requests for feedback will be processed on a first-come-first-served basis. The Programme Joint Secretariat can only provide one feedback per project idea and user.

Interreg Europe Second Call for Project Proposals
 
As the national coordinator of the 2014-2020 Territorial Cooperation Programmes, including the INTERREG EUROPE Programme, the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry for European Affairs and Implementation of the Electoral Manifesto would like to announce that the second call for project proposals under this Programme has been  launched on the 5th April 2016 and it shall remain open until noon of the 13th May 2016.
 
The Interreg Europe Pogramme has a budgetary allocation of €359 million, and provides for cooperation between regions from the entire territory of the European Union, together with Norway and Switzerland. The second call for proposals focuses on interregional cooperation projects i.e. ‘classic’ interregional cooperation projects which may be compared to those funded under the first call for project proposals.
The Programme is organised around four priority axes namely:-
a)      Strengthening research, technological development and innovation;
b)     Enhancing the competitiveness of SMEs;
c)      Supporting the shift towards a low carbon economy in all sectors and
d)      Protecting the environment and promoting resource efficiency.

in relation to the 2nd call from project proposals under the Interreg Europe Programme. This session will be held on the 4th April 2016 from 9:30am till 11:30am.
 
The aim of this seminar is to provide brief details about the second call for project proposals under this  Programme, which is envisaged to be launched on the 5th April 2016. During this session, information will be provided on the main aspects of the INTERREG EUROPE Programme in particular the second call for project proposals. Further to this, details on the national requirements vis a vis Maltese applicants will also be provided.
 
Interested parties who might eventually want to submit or join proposals for funding under the INTERREG EUROPE Programme may include public and public equivalent entities and also private non profit bodies.

The two day event on the 22nd and 23rd March 2016 in Rotterdam, Netherlands will offer many partner search, project idea generation and networking possibilities. Interreg Europe 2nd Call for Project Proposals
 
The Territorial Cooperation Unit within the Funds and Programmes Division would like to inform interested parties that applications for Interreg Europe’s second call for project proposals will be accepted from 5 April until 13 May 2016. In close cooperation with the Dutch presidency, the annual networking and partner search event will be held between the 22-23 March 2016, in Rotterdam. Request for Quotations for the Design and Provision of a Roll-Up Banner in connection with the Interreg Europe Programme

 
The Funds and Programmes Division, within the Parliamentary Secretariat for the E.U. Presidency 2017 and E.U. Funds, Ministry for European Affairs and Implementation of the Electoral Manifesto, in its capacity as the National Contact Point of the Interreg Europe 2014-2020 Programme, is requesting quotations for the design (artwork) and provision of one (1) roll-up banner.
 
Quotations are to be submitted by close of business (13.30hrs) of Friday 17th July 2015 via E-Mail to the address fpd.meaim@gov.mt. Kindly address them to Ms. Caroline Debattista and include “Interreg Europe Roll-up Banner” in the subject title of your email.
Once the approval for procurement is issued, items are to be delivered by the supplier to the Funds and Programmes Division, Triq il-Kukkanja, Santa Venera, SVR 1411, by noon (12:00hrs) of Friday 31st July 2015.

Interreg Europe invites everyone with a project idea to join one of the lead applicant workshops to be organised on the 2-3 June in Prague, Czech Republic, and on the 10-11 June in Brussels, Belgium. These practical workshops will focus mainly on the project application preparation.

Interreg Europe 2014-2020 Programme - Information Seminar on 29th April 2015
 
As the national coordinator of the 2014-2020 Territorial Cooperation Programmes, including the INTERREG EUROPE, the Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry of European Affairs and Implementation of the Electoral Manifesto would like to invite interested parties to participate in a half day information seminar in connection with the INTERREG EUROPE Programme. 
 
The aim of this seminar is to present the main features of the Programme, which is envisaged to be launched in the coming months, whilst also providing details about the first call for project proposals under this Programme.  Public bodies, public equivalent entities and also private non profit bodies are eligible for funding under the INTERREG EUROPE programme.
The seminar will be held on the 29th April 2015, at the Palace Hotel in Sliema.  Interested participants are requested to register by sending an e-mail to caroline.debattista@gov.mt.

Launch of the Public Consultation Process in connection with the INTERREG EUROPE PROGRAMME

 
Under the 2014-2020 programming period,  the Territorial Cooperation Unit within the Funds and Programmes Division (FPD) at the Ministry for European Affairs and Implementation of the Electoral Manifesto (MEAIM) shall be coordinating Malta’s participation in four European Territorial Cooperation Programmes.  One of these Programmes is the INTERREG EUROPE Programme, which is financed by the European Regional Development Fund (ERDF) and which aims at supporting policy development so as to improve the performance of policies across Europe. To this end, public and public equivalent entities from the whole territory of the European Union (EU) as well as Norway and Switzerland are encouraged to exchange practices and ideas in a number of thematic areas being addressed by the Programme in caption, with the aim of  improving the respective strategies and policies.
 
In 2013, the representatives of the above mentioned countries were involved in the drafting of the documentation pertaining to the INTERREG EUROPE Programme, which has a budget of €359 million (ERDF) for the 2014-2020 period.  Prior to finalising such documents and submitting them to the European Commission for approval and endorsement, the general public and  interested stakeholders are being invited to provide their feedback, specifically with regard to the Programme’s  Cooperation Programme and the  Strategic Environmental Assessment Report.
 
As stakeholders and potential partners, your participation in this consultation process, which closes on the 21st of March 2014, is strongly encouraged. An online questionnaire has been prepared to gather feedback on the draft Cooperation Programme.  All relevant programme documents as well as the link to the questionnaire can be found at http://www.interreg4c.eu/interreg-europe/public-consultation/
