Block Procedure Timetable
 
For the purpose of the calls for Measures listed below the MA will be adopting an Open Block Calls Procedure. This means that a batch of applications received within a respective time block will be assessed separately from applications received in subsequent batches.
 
The different time block periods are outlined in the PDF document (note that time of submissions of applications are indicated in the respective measures guidelines)

N.B. The MA reminds prospective applicants that hand quotations (i.e. quotations submitted by hand) submitted in relation to proposed projects must be signed by the suppliers/ service providers

NOTICE:

Prospective applicants are to note that given the evolving nature of the COVID-19 outbreak, only soft copies sent via email to rdd.mfea@gov.mt will be accepted; no hard copy of applications, whether submitted by mail, by hand or any other means, will be accepted until further notice. Likewise, no pen-drives, cd’s etc will be accepted. This applies to submissions at both the Front Offices in Malta and Gozo as well as the Managing Authority Offices in St. Venera.    Only applications that successfully reach the working mailbox rdd.mfea@gov.mt by the close of deadline will be considered. It remains the responsibility of the applicant to ensure that the application was successfully delivered.

Prospective applicants are strongly advised to avoid submitting applications on the last days of the batch, in order to ensure that technical hitches of any sort do not hinder the successful receipt of applications.

Applicants are to ensure that applications are sent in one compressed zipped folder, with each documentation clearly labelled. 

This notification is in no way linked to the Payments Campaign (Pillar I) and is only relevant to the RDP sub-measures for which applications are being, or will be, received as notified on the block procedure timetable available at https://eufunds.gov.mt/en/EU%20Funds%20Programmes/European%20Agricultural%20Fund/Pages/Measures/Measures-of-the-Rural-Development-Programme-2014-2020.aspx​

This notification supersedes any conflicting notice contained on the application form, guidance notes, website or other media used by the MA to communicate such matters

                    (2)   Obligatory documentation in applications
Prospective applicants are to note that given the evolving nature of the COVID-19 outbreak, any documentation previously listed in Measure guidelines and respective application forms as ‘Obligatory’ will, unless otherwise notified, be considered as ‘Required’ documentation. Hence, submitted applications (please refer to (1) above for more information) with missing ‘Obligatory documentation’ will be deemed admissible. The applicants will be advised further, during the evaluation process, with regards to the submission of any necessary documentation. MANAGING AUTHORITY PRESENCE AT ARPA FRONT OFFICES

Prospective applicants should note that the deadline for submission of M4.1 Batch 11 and M6.4 Batch 3 applications is the 30th of January 2020. In view of this, the Managing Authority will be present at the Malta and Gozo Front Offices as follows: 

Wednesday 29
th January 2020: Ta’ Qali Front Office, between 7.30am and 3.30pm;
Thursday 30th January 2020: Ta’ Qali Front Office, between 7.30am and 3.30pm;
Thursday 30th January 2020: Xewkija Front Office, between 7.30am and 1.30pm.

Notice Measure 10.1: Extension of Deadline for the Submission of Soil samples for Soil Organic Matter to the Laboratory for AECM 5
 
 
The Managing Authority would like to notify an extension for AECM 5 ongoing commitments to submit the soil samples (collected under the advisor’s supervision) till the 29th November.

Unless otherwise notified by the Managing Authority,  as from 1st May 2020 the measure will close and prospective applicants are urged to submit their application either in Batch11 by Thursday 30th January 2020 or in Batch 12 by Thursday 30th April 2020.

The Managing Authority will be holding a set of information sessions on Measure 10.1 (AECMs) and M11 (Organic). The  sessions will be held:
 
On Tuesday 6th August at the Mgarr Farmers Cooperative Mgarr at 7:30pm
On Thursday 22nd August at the FES Hall in Ghammieri  at 7:30pm
On Tuesday 27th August at the Government Experimental Farm Xewkija Gozo at 1pm
On Thursday 29th August at the FCCS Cooperative Ta Qali at 7:30pm

Prospective applicants should note that the request period is currently open until the 16th of September 2019.  During this period, applicants can apply for AECM 1, 2a, 2b, 3, 4, 5, 6a, 6b, 6c, 11.1. and 11.2

 Notice: Measure 2.1 Closure


The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces that in line with section 1.11 - 'Calls Procedure' of the guidelines for sub-measure 2.1, the Managing Authority notifies the closure of the ongoing call on the 18th July 2019. The call will be re-issued in due course.

NOTICE: Measure 4.4 Eligible Applicants
The Managing Authority would like to inform prospective applicants that as from 2nd October 2019, the list of eligible applicants as listed in Section 2.3 of Sub-measure 4.4 Guidance Notes will be updated. Only Public Entities shall be eligible for funding through this sub-measure as from the 2nd of October 2019, unless otherwise notified by the Managing Authority.
Prospective applicants that will no longer be eligible for funding through this sub-measure following the 2nd of October are therefore urged to submit their application in Batch 10, by 1st October 2019.
