Notification for AECM 1 08 February 2020

The Managing Authority and the Agriculture and Rural Payments Agency are hereby informing all AECM1 beneficiaries that in view of the limited rainfall currently being experienced by the Maltese Islands, no penalties will apply for the tilling of vineyards and orchards carried out from the date of this notification (before the stipulated date in the Guidelines: 15th of March 2018). This notification is valid only for calendar year 2020.

Project Closure: MA reminder to RDP beneficiaries and prospective applicants

The Managing Authority would like to remind private beneficiaries that are currently implementing a project funded through the European Agricultural Fund Rural Development (RDP), that as previously stated, other application(s) under the same sub-measure can only be submitted once the first project has been ‘closed’. Project closure takes place when the Agriculture and Rural Payments Agency has carried out its final controls and has issued the final payment to the beneficiary. Where requested by the MA, the Final Project Report would have to be submitted prior to the submission of a fresh application.

In view of the foregoing, new applications requesting funding through measures from which the applicant is currently benefitting will not be assessed by the Project Selection Committee.  Similarly, applicants whose project application is still under appeal can only re-submit an application through the same sub-measure once the decision of the Project Selection Appeals Board has been issued. At which stage, by submitting a fresh application under the same measure, the process for the previous application would be drawn to a close.

Notwithstanding the above, applicants can concurrently submit multiple applications under multiple RDP sub-measures.

Notice: Measure 4.1 – Support for Investments in Agricultural Holdings – Agridec/Agriclaim

For the last Batch under the current call (Batch 12 – 31st January 2020 – 30th April 2020) and in cases where applicants are waiting for the registration period to transfer the parcel on to the applicant, the MA will be accepting a Notarial declaration binding the applicant to change the parcel on LPIS from ‘agridec’ to ‘agriclaim’ by 30th September 2020 or two weeks from opening of request period window, whichever the latest, but not extending beyond the 30th October 2020. In cases where the applicant fails to follow these instructions, the application will be rejected and/or in the case where a contract has already been signed, it will be terminated.

The above may be changed at the discretion of the MA.

Notice Measure 4.1

 
The Managing Authority would like to notify that solely for the last batch of applications for Measure 4.1 closing 30th April 2020, in cases where applicants are waiting for the registration period to apply for the Land Holding Certificate within the DoA to open, the MA will be accepting a Notarial declaration binding the applicant to apply for land management as registered with DoA on IACS by end-September 2020 or two weeks from opening of request period window, whichever the latest, but not extending beyond the 30th October 2020.

 
The declaration should include a commitment by both the applicant and the person ceding management of the land. This will be considered a mandatory document for those applicants that do not yet hold the Land Holding Certificate and intend to obtain the certificate when the registration period opens later in the year (2020).

 The above may be subject to changes at the Managing Authority’s discretion.​

Prospective applicants should note that the deadline for submission of M4.1 Batch 11 and M6.4 Batch 3 applications is the 30th of January 2020. In view of this, the Managing Authority will be present at the Malta and Gozo Front Offices as follows: 

Wednesday 29
th January 2020: Ta’ Qali Front Office, between 7.30am and 3.30pm;
Thursday 30th January 2020: Ta’ Qali Front Office, between 7.30am and 3.30pm;
Thursday 30th January 2020: Xewkija Front Office, between 7.30am and 1.30pm.

Notice: Measure 4.4

The Managing Authority would also like to announce that the final batch of applications under sub-Measure 4.4 will be received until the 30th April 2020. Unless otherwise notified, no applications will be received after this date. Due to limited funding, not all eligible projects may be chosen for co-financing.

 

L-Awtorità ta’ Ġestjoni tixtieq tħabbar ukoll li ser tkun qiegħda tirċievi l-aħħar grupp t’ applikazzjonijiet taħt Sotto-Miżura 4.4 sat-30 t’April 2020. Mhux ser ikunu milqugħa iktar applikazzjonijiet wara din id-data sakemm ma’ jigix notifikat mod ieħor mill-Awtorità ta’ Ġestjoni. Minħabba fondi limitati, mhux il-proġetti eliġibbli kollha jistgħu jintgħażlu għall-kofinanzjament.
