ANNOUNCEMENT
 (Measure 4.1)

 Measure 4.1: ‘Support​ for investments in agricultural holdings’

The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds announces the re-launch of Measure 4.1 under the Rural Development Programme.  Applications will open on the 22nd of May 2020 and close on Friday 24th July 2020, n​oon.

Measure 4.1 ‘Support for investments in agricultural holdings’ has the aim to support investment in cost-effective and environmentally efficient systems and equipment in relation to soil management, water capture and use, renewable energy, waste management, and improved efficiency of fertiliser and pesticide use and control. Support for investments in holdings is also intended to target improved productivity on holdings.

Farmers, or Groups of Farmers whether natural or legal persons are eligible for support under this measure.  Beneficiaries will receive 50% of the total eligible project costs up to a maximum of €150,000.

Prospective applicants are to note that due to the COVID-19 pandemic, only soft copies sent via email to rdd.mfea@gov.mt will be accepted. Prospective applicants are strongly advised to avoid submitting applications on the last days. Applicants are to note that any documentation previously listed as obligatory for this measure will now be allowed to be submitted even after the closing date.

This will be the last M4.1 call under the Rural Development Programme 2014-2020 unless otherwise notified by the Managing Authority.

Notices in view of the COVID-19 crisis

(1)    Procedure for the receipt of applications during the ongoing COVID-19 outbreak

Prospective applicants are to note that given the evolving nature of the COVID-19 outbreak, only soft copies sent via email to rdd.mfea@gov.mt will be accepted.

Applications in hard copy, whether submitted by mail, by hand or any other means, will not be accepted and in this case, the application will not be deemed admissible and hence not considered during the evaluation process. Likewise, no pen-drives, cd’s etc will be accepted. Again, in such case, and in this case, the application will not be deemed admissible and hence not considered during the evaluation process. This applies to submissions at both the Front Offices in Malta and Gozo as well as the Managing Authority Offices in St. Venera.    

Only applications that successfully reach the working mailbox rdd.mfea@gov.mt by the close of deadline will be considered. It remains the responsibility of the applicant to ensure that the application was successfully delivered.

Note that there is a limit on the size of emails and attachments that can be received into the MA electronic mailbox. Applications are to be sent in compressed zipped folder/s, with each documentation clearly labelled If the email and attachments in total exceeds 10MB, multiple emails carrying different parts of the application may be sent. Each email is to contain only one compressed zipped folder. The email subject should contain the application reference, the part number and the total number of parts. (e.g. Application M4.1 Joe Borg - Part 2 of 3). Note that in case of multiple emails, only emails received within the application period will be considered and the documentation therein can in no way be changed or modified or new documentation introduced. 

The email has to successfully reach the RDD mailbox within the application period and not any other mailbox within the Government of Malta email infrastructure system. If it does not reach the RDD mailbox within the application period, the application will not be deemed admissible and hence not considered during the evaluation process.

The MA will not have any obligation to request or attempt any recovery of emails that fail to reach the RDD inbox due to the applicant’s failure to follow this guidance document. The MA will not be held responsible if there are any delays associated with non-delivery notifications that may lead to the applicant failing to submit an application within the deadline.

The MA remains available to confirm with applicants that an application has been received if contacted via email rdd.mfea@gov.mt  or via Tel. 2200 1117 / 2200 1162 during office hours. The MA will also issue, after a manual check on the submitted applications, an acknowledgement letter within 10 working days from receipt of application.

Note that the automated acknowledgement sent from the RDD mailbox does not in any way confirm or otherwise the (a) successful receipt of part or full  application, nor, (b) that the application is deemed admissible. Prospective applicants are strongly advised to avoid submitting applications on the last days of the call.

  (2)   Obligatory documentation in applications
Prospective applicants are to note that given the evolving nature of the COVID-19 outbreak, any documentation previously listed in Measure guidelines and application form as ‘Obligatory’ will, unless otherwise notified, be considered as ‘Required’ documentation. Hence, submitted applications with missing ‘Obligatory documentation’ will be deemed admissible. The signatures in section 5 and 6 of the application remain ‘obligatory’ since these are an integral part of the application.

An application will not be admissible, and hence not considered during the evaluation process, if obligatory parts of the application are not received within the system within the deadline.

The applicants will be advised further, during the evaluation process, with regards to the submission of any necessary documentation.

This notification supersedes any previous guidance notes, website notifications or other media notification issued on this Measure 4.1 prior to the launch of this call, Friday 22nd May 2020. Other notifications can be issued on such platforms following the issue of this call.

Measure 3.2: ‘Support for information & promotion activities implemented by group of producers in the internal market’ 

The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds announces the pre-launch of the first call of measure 3.2 under the Rural Development Programme.  Applications will open on the 13th of April 2020 and shall remain open until the entire budgetary allocation under the Information and Promotion of Quality Schemes Measure is utilised or Friday 30th October 2020 (unless the MA notifies otherwise).

Measure 3.2 ‘Support for information & promotion activities implemented by group of producers in the internal market’ has the aim to support activities of information and promotion of quality schemes both local and those established EU-wide.

Groups of Producers Producer Organizations, inter-b​ranch organizations or other type of legal entity groups are eligible for support under this measure.  Beneficiaries will receive 70% of the total eligible project costs.

Measure 4.2: Support for investments in processing/marketing and/or development of agricultural products 

The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds announces the pre-launch of the second call of measure 4.2 under the Rural Development Programme.  Applications will open on Monday 24th February 2020 and close on Thursday 30th April 2020.

Measure 4.2 ‘Support for investments in processing/marketing and/or development of agricultural products’ has the aim to support farmers and processors in adding value to primary products or in developing new products, and/or opening up new markets. 

Farmers and other businesses and entities active in the agricultural and processing sectors are eligible for support under this measure.  Beneficiaries will receive 50% of the total eligible project costs.  Projects must result in a benefit to the local agricultural sector.

This will be the last batch under the Rural Development Programme 2014-2020 unless otherwise notified by the Managing Authority.

Sub-Measure 1.1 – Support for vocational training and skills acquisition actions
 
Sub-Measure 1.2 – Support for demonstration activities and information actions
 
 
 
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue is announcing the launch of sub-measures 1.1 and 1.2 of the Rural Development Programme for Malta, 2014 – 2020.  
   
Support under this measure shall cover vocational training and skills acquisition actions (sub-measure 1.1) and demonstration activities and information actions (sub-measure 1.2). Vocational training and skills acquisition actions may include training courses and workshop.
   
Support is awarded to entities having the appropriate capacities in providing knowledge transfer and information services to eligible farmers. Farmers will be receiving these services free of charge. Support under this measure shall not include courses of instruction or training already forming part of normal education programmes or systems at secondary or higher levels.
    
The indicative budgets for these sub-measures are2.6 million (sub-measure 1.1) and €0.2 million (sub-measure 1.2).

8.5 – Support for investments improving resilience and environmental value of forest ecosystems
 
 
The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the pre-launch of a new scheme funded through the Rural Development Programme. 
 
Measure 8.5, entitled ‘Support for investments improving resilience and environmental value of forest ecosystems’ aims to provide support for the creation of new woodland and the improvement of existing woodland in the Maltese Islands.
 
Beneficiaries that are eligible for support through this measure are natural, public or private bodies including NGOs. In the case of publicly owned land, certain restrictions apply in line with Article 22 of Regulation (EU) No 1305/2013.
The indicative budget for this measure is of €3.5 million.

The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the pre-launch of four (4) new schemes under the Rural Development Programme
 
The scope of Measure 2.1 – ‘Support to help farmers benefit from the use of advisory services’ is to provide assistance to farmers through recognized Farm Advisory Service providers by meeting the costs arising from their use of advisory services to improve the overall performance of the farmers’ holding. 
 
Eligible beneficiaries under Measure 2.1 are Farm Advisory Service providers recognized by the Farm Advisory Service Registration Board. The recipients of the advice is restricted to farmers for their agricultural activity.
 
The co-operation measures (Measures 16.2, 16.4 and 16.6) support new and innovative joint activities by assisting operators in working together to overcome disadvantages faced by the Agricultural Sector. The Co-operation measures offer support that can be used to make new things happen rather than used to support joint activities which are already taking place. The measure could also be used to support an existing group of co-operating entities in undertaking a new joint project.
 
The indicative budgets for measures 2.1 and 16 are €1.9 million and €3.7 million respectively.

The Director General of the Funds and Programmes Division, within the Parliamentary Secretariat for European Funds and Social Dialogue announces the re-launch of -measure 4.4 of the Rural Development Programme for Malta, 2014 – 2020.   

Measure 4.4 ‘Support for non-productive investments linked to the achievement of agri-environment-climate objectives’ aims to support farmers, land managers, businesses, Non-Governmental Organisations (NGOs), Local Councils and other public entities to implement projects that will lead to the restoration of habitats and landscapes, soil conservation, and water management.
 
Beneficiaries supported through this measure will receive 80% of the total eligible project costs.  

The indicative budget for measure 4.4 is of €10 million. This will bring the total budget allocation for issued calls under the RDP to €105 million.

Measure 4.2 ‘Support for investments in processing/marketing and/or development of agricultural products’ has the aim to support farmers and processors in adding value to primary products or in developing new products, and/or opening up new markets. 
 
Farmers and other businesses and entities active in the agricultural and processing sectors are eligible for support under this measure.  Beneficiaries will receive 50% of the total eligible project costs.  Projects must result in a benefit to the local agricultural sector.
 
The other scheme, measure 6.4 ‘Support for investments in creation and development of non-agricultural activities’ has the objective to stimulate the rural business environment, to contribute to an increased number of non-agricultural activities carried-out in rural areas as well as to develop existing non-agricultural activities, create jobs, increase the income of the rural population and alleviate rural-urban disparities. Beneficiaries will receive 50% of the total eligible project costs.
 
Support under the latter measure is targeted to farmers, farm family members and other rural entrepreneurs intending to diversify their main economic activity or to start a new economic activity by investing in non-agricultural activities with the aim to increase their income and to create occupational alternatives.
 
The indicative budgets for measures 4.2 and 6.4 are €4.7 million and €7.7 million respectively.  This will bring the total budget allocation for issued calls under the RDP €95 million.  This investment is key to the government’s mission to facilitate better quality and sustainability in the local agricultural sector. 
 
Applications will open on 1st November 2018; further details on the application process will be published in due course.  Any interested applicants are invited to register their interest via e-mail on rdd.meae@gov.mt, indicating the measure/s they are interested in.  The MA shall invite registered interested applicants for an information session to be held at a later date.

Measure M3.1 – Support for new participation in quality schemes
 
The Director General Funds and Programmes Division, within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, would like to announce that it shall be launching a call for applications for grants under sub-measure 3.1, ‘Support for new participation in quality schemes’ under the Rural Development Programme (RDP) 2014-2020 for Malta.
Sub-measure 3.1 provides support for farmers and groups of farmers to join quality schemes which serve as a guarantee of product quality standards and marks. The sub-measure will provide support for new participation in Malta’s ‘Products of Quality’ National Scheme as well as in the established EU quality schemes, such as organic farming. 

Support shall be granted to cover cost of certification and annual contribution required under the respective quality schemes for a duration of 5 years.
The Managing Authority will be organizing an information session on Wednesday 17th May at 2PM. Those interested in participating are requested to register their interest by contacting the Managing Authority on 2200 1108 or rdd.meae@gov.mt

The Director General Funds and Programmes Division within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, would like to announce a pre-call for applications for grants under Measure M6.1 of the Rural Development Programme (RDP) for Malta 2014-2020: Business Startup Aid for Young Farmers  
 
The measure encourages entry into the agricultural for young farmers; support under this sub measure is provided for facilitating the first setting up (as head of holding) of the young farmer.
 
Eligible young farmers should not have turned 41 years of age when submitting the application nor already completely set-up as head of holding.  

 
The actual launch of calls with all the details, will be published in the coming weeks and will be available on the Managing Authority webpage: www.eufunds.gov.mt. The related application form and relevant documentation (including the list of eligible actions) will be made available through the same link once the call is launched.

The Managing Authority will be holding information sessions on this sub-measure on Tuesday 21
st February at the Government Experimental Farm in Xewkija Gozo at 4 Pm and on Wednesday 22nd February at the Fruit and Vegetable Market Centre (Pitkalija) in Ta’ Qali Limits of Attard at 4 Pm.

Pre-Notification of Measure 4.3
 
 
Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of a measure (M4.3) under the Rural Development Programme (RDP) for Malta 2014-2020 aimed at supporting the Construction and Improvement of farm access roads.
 
Accessibility remains a major challenge within the agricultural sector; inadequate access road add to the difficulties posed by the fragmented nature of land-holdings. These make access a particular problem for farms, both in terms of inputs (delivery of items to be used on farms) and also removing produce for marketing purposes.
 
The efficient management of local infrastructure is not only vital to ensure competitiveness in agriculture but also to ensure the sustained preservation of farm holdings that are increasingly under threat of land abandonment. The improvement in accessibility to farm holdings through the upgrading of farm access roads will increase farm utilization, improve farm management and increase farm efficiency.
 
Beneficiaries (in terms of eligible applicants) under this measure are entities with a remit of constructing and upgrading farm access roads.

 
Parliamentary Secretary Borg said that this sub-measure (M4.3 of the RDP) has an allocation of €10m and will complement measures announced throughout this year, bringing the total value for calls issued to €65 million.

Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of an Investments in Agriculture measure aimed at supporting agricultural holdings to invest in cost-effective and environmentally efficient systems.
 
Support under this operation within the Rural Development Programme (RDP) for Malta 2014-2020 will include on-farm support for investments in more efficient equipment, improvements aimed at both reducing energy consumption as well as capturing and storage of energy, and investments in agricultural waste management. Investments in water harvesting such as new water reservoirs (ġiebja) as well as investments in improved crop storage or other activity to improve the quality of the product are also eligible. 
 
The measure also support the construction, acquisition as well as improvements to immovable agricultural property; this may include buildings for specialised handling, storage, provision of ventilation, insulation and refrigeration.
 
Beneficiaries can include farmers or group of farmers.
 
Parliamentary Secretary Borg said that this sub-measure (M4.1 of the RDP) has an allocation of €25m and it is expected that over 200 farmers receive grants that can reach up to €150,000 per farmer, with an aid intensity of 50%. This measure will be complementing the three measures announced earlier this year, where €30 million have been committed for farmers working agricultural land to specific agricultural practices that respect and support the environment.
 
In order to ensure maximum transparency and an even level playing field for all, potential beneficiaries are being given a two month pre-launch period so they can adequately prepare for submission of their project proposals. Beneficiaries will be selected through a competitive procedure and applications will be received in the first weeks of January 2017. An open rolling-call system will be adopted with periodical selection stages.
 
All potential beneficiaries are reminded that eligible expenditure can only be committed to after the signing of an agreement between the farmer and the Managing Authority within the Funds and Programmes Division, Ministry for European Affairs and Implementation of the Electoral Manifesto.
 
Parliamentary Secretary Ian Borg remarked that the local Agricultural sector is looking forward to such support to enable farmers in carrying out much needed investments in this competitive sector.  It is hence expected that this Rural Development measure will generate significant interest and this augurs well for the future of the Maltese Agricultural sector.

Parliamentary Secretary for the EU Presidency 2017 and EU Funds Ian Borg has today announced the pre-launch of a measure aimed at supporting agri-environment-climate objectives under the Rural Development Programme.

Support under this operation will include the restoration of habitats and landscapes, soil conservation and water management where there is no significant economic return to a farmer or other rural business from such action. Actions may also include management plans, and works, establishing, restoring, or re-instating infrastructure needed for management of habitats. This includes rubble wall establishment or restoration, terracing, and soil conservation measures as well as corbelled stone huts.
 
Beneficiaries can include farmers, businesses, public entities and non-profit organisations.
 
Parliamentary Secretary Borg said that this sub-measure (M4.4 of the RDP) has an allocation of €12m and it is expected that around 600 beneficiaries receive grants that can reach up to €150,000, with an aid intensity of at least 50%. This measure will be complementing the two measures launched earlier this year, where €18 million have been committed for farmers working agricultural land to specific agricultural practices that respect the environment.
 
In order to ensure maximum transparency and an even level playing field for all, potential beneficiaries are being given a two month pre-launch period so they can adequately prepare for submission of their project proposals. Beneficiaries will be selected through a competitive procedure and applications will be received in the first weeks of December 2016. An open rolling-call system will be adopted with periodical budgeting and selection stages.
 
Parliamentary Secretary Ian Borg said that it is expected that this Rural Development measure, which is managed by the Managing Authority within the Funds and Programmes Division, Ministry for European Affairs and Implementation of the Electoral Manifesto, will generate significant interest within the sector and this augurs well for the agricultural sector, biodiversity and the rural development across the island.
