ESPON, the European Observation Network for Territorial Development and Cohesion, is a centralised European Community Programme in which Malta has been participating since it joined the EU in 2004.

The body responsible for managing and implementing the ESPON Programme is the Managing Authority (MA) which is supported by the ESPON Coordination Unit (CU); both the MA and the CU are based in Luxembourg. The CU provides technical support to the Monitoring Committee, the Certifying Authority and the Audit Authority in relation to the management of the Programme. The CU also performs analytical tasks to ensure the achievement of the objectives and mission of the Programme. Malta is represented on the Monitoring Committee which is responsible for steering the overall strategic implementation, management and monitoring of the ESPON Programme.​​​​​​​​​​​​​​​
